Tim Richter is the Director of Human Resources and Talent Acquisition for Chen Moore and Associates responsible for recruitment, retention, employee motivation and satisfaction for the firm, as well as anticipating future workforce needs for the firm. Mr. Richter has more than 20 years of experience in the Architecture, Engineering, and Construction (AEC) industry. In 2019, he founded Richter Resource Consulting Corp., and, in that role, he is responsible for the strategic vision, organization development, and management of the human resources and talent acquisition department. For CMA, He oversees recruiting and onboarding, compensation and benefits, and the employee relations lifecycle. Mr. Richter received his Bachelor of Science in Accounting degree from The Florida State University.
Shahin Hekmat, P.E., F.FES, FACEC is Director of Quality Assurance for Chen Moore and Associates, with over three decades of experience in engineering design and project management related to public and private sector projects. He has served as the City Engineer for the City of Weston; Consulting Engineer for the Cities of Sunny Isles Beach, Dania-Beach, Lauderhill and North Lauderdale; and District Engineer for South Broward Drainage District, Indian Trace Development District, Bonaventure Development District and North Lauderdale Water Control District. His primary areas of expertise are in stormwater management and drainage design, with concentration on watershed analysis and preparation of storm water facility reports and master plans. His design experience also includes roadway and land development projects; specifically design of water distribution systems, sanitary sewer collection and disposal systems, paving, grading, drainage systems and flood routing analysis, permitting, construction oversight, and project close-out. Mr. Hekmat has been involved in preparation of Environmental Resource Permits (ERP) and the approval process through SFWMD, FDEP, COE, and County for major land development projects in Florida as well public facilities such as water, wastewater and reclamation plants, public works compounds, parks, hospitals, and roads. Mr. Hekmat’s project philosophy and approach is based on collaboration amongst the client and the project team. He believes only through collaboration and communication can the needs of the client be met. Mr. Hekmat is very active in professional societies. He stays current with extensive continuing education credits, including seminars, conferences, certifications and most recently the FES Florida Leadership Institute. In addition to being certified by the State of Florida as an NPDES Inspector, he has been a guest lecturer at the University of Miami, College of AEC senior design class and an adjunct professor at Florida International University School of Architecture.

Peter serves as the President and CEO of Chen Moore and Associates, an approximately 100-person multidisciplinary firm in the Southeast US, particularly Florida. Having been with the firm for over 22 years, Peter helped grow the firm from three people to its current size of over 100 employees with a combination of strong vision and the highest quality consulting.
Peter is a two-time graduate from the University of Florida (BSCE and ME), where he serves on the Department Advisory Board for the Engineering School of Sustainable Infrastructure and the Environment (ESSIE – Civil and Coastal Engineering Department and Environmental Engineering and Sciences Department). He serves on the Florida Atlantic University Foundation Board and is a member of the Nova Southeastern University Industry Advisory Board for the College of Engineering.
He has participated in many leadership programs, including Leadership Broward (lifetime member, served as Board Chair), Leadership Florida (lifetime member, served on both finance and audit committees), and the Florida Engineering Leadership Institute (lifetime member, program chair). He’s a past President of the Florida Engineering Society (FES) Broward Chapter, the American Council of Engineering Companies of Florida (ACEC-FL) and has served as the FES/ACEC-FL Government Relations Chair for over a decade. Peter is a Fellow of ASCE, ASCE and FES, with numerous other individual awards throughout his career from engineering and civic associations.
